China puts forward three main tasks for the "Twelfth Five-Year" energy saving and emission reduction

Recently, the State Council issued the “Twelfth Five-Year Plan” for Energy Saving and Emission Reduction, and proposed three major tasks to make specific deployment and requirements for pollution reduction in China.

According to the person in charge of the Ministry of Environmental Protection, the "Planning" and the State Council's "Comprehensive Work Plan for Energy Conservation and Emission Reduction in the Twelfth Five-Year Plan" are linked and the emission reduction targets that can be achieved under feasible technical and economic conditions are proposed. The overall goal is: By 2015, the total chemical oxygen demand and total sulfur dioxide emissions in the country will be controlled at 23.376 million tons and 20.864 million tons respectively, which is lower than the 25.517 million tons and 22.678 million tons in 2010. 8%, respectively, new reduction capacity of 6.01 million tons, 6.54 million tons; the country's total ammonia nitrogen and nitrogen oxide emissions were respectively controlled at 2.38 million tons, 204.62 million tons, compared with 2.484 million tons in 2010, 2273. Raise access thresholds for new projects such as energy saving and environmental protection; strictly control exports of high energy consumption, high emissions, and resource-based products; consider total energy consumption and total discharge of pollutants as an important basis for assessment and environmental assessment, and for electricity and steel , papermaking, printing and dyeing industries to implement the total amount of major pollutants emission control, the new construction and expansion projects to implement the same amount of emission reduction or reduction; strictly implement the industrial structure adjustment requirements, focus on elimination of small thermal power 20 million kilowatts, iron production capacity of 48 million tons , The steelmaking capacity is 48 million tons, the cement production capacity is 370 million tons, the coke production capacity is 42 million tons, and the papermaking capacity is 15 million tons.

The second is to strengthen pollution control in key areas. We will further expand the construction of urban sewage treatment facilities, reduce the coverage of pollutants emission in key industries, and increase environmental protection standards and control requirements. The third is to strengthen the construction of pollution reduction capacity. Strengthen the statistical monitoring of ammonia nitrogen and nitrogen oxides, improve the monitoring of agricultural source pollution and the ability of motor vehicle pollution monitoring.
